You could probably find something close to the size you want by frequenting militaria shops or trade or boot sales or whatever people call 'em out there.
A little DIY with a tough sewing machine or a stitcher like the one below would set you up even cheaper.

it seemed like it's trying to be a performance bike and tourer, rather than an audax.
removed the rack and mudguard, lower the stem and it would look like a traditional roadie.
