You could probably find something close to the size you want by frequenting militaria shops or trade or boot sales or whatever people call 'em out there.
A little DIY with a tough sewing machine or a stitcher like the one below would set you up even cheaper.

rear stay look quite thin for the rack.

Chroming and mirror polishing isn't functional or (in this case) nice looking. It looks like an ornament in my grandmother's house.

Sort of. The vintage aero race wheels and touring riding position make no sense.

It's a long way from the no-nonsense style of most British audax bikes.
