They are, and they're goooood.
Roll well on paved, feel positive on grit/dust. Not great on anything too loose or mucky though get a surprising amount out of them with lower pressures.
Yesterday in the snow was fun, sometimes a little slidey.

is there a reason that they've put top caps on the fork crown? why would they not just seal those up in the build?

Well, the head unit for the electric motor kit covers the actual headset cap so you gotta find somewhere to show off that you have a laser cutter than can engrave caps.
Also, custom ti frame, forks, bars, stems, racks and seatposts must put it into tens of thousands of £ or $ or whatever but then you slap £200 worth of Aliexpress ebike kit on it?

Prolly had the same issue. It's what happens when you use stupid Paul cable brakes.
