Pretty sure that horizontal bar nonsense is from the era of horizontal top tubes.
Most bikes look better if the bars compliment the line of the wheel.

Yep, there's a few canti options (I'm using tektro cr720s) or you can splurge for Paul motolites which will apparently let you fit all the way up to a 700c in a 26 frame. But since I got this frame for $20, I didn't really want to spend 10x as much on the brakes alone.

Oh yeah pads are slammed right to the top and it's not optimal, but the difference you need to clear is only about 12.5mm of vertical adjustment (650b = 584mm 26"= 559mm).
the 42c I'm running makes the entire wheel diameter about equal to a 26x2, so geo isn't effected too much either.
