I've not read the reasoned decision from the Czech ADA yet, but the summary on cyclingnews.com suggests he was acquitted by them because the UCI experts contradicted what the experts selected by his defence team said.
Lord alone knows how anyone ever gets convicted of any crime in the Czech republic.
This is not the first time a passport case has been rejected at a national level though, as this happened with Tadej Valjavec. The Slovenian ADA cleared him, the UCI and WADA appealed to CAS and their case was upheld. I'd expect the UCI to appeal Kreuziger's case to CAS too.

fucking Belgians, or rather their pro cycling governing body, after Michael Boogerd to possibly suspend him for doping vioolations during his career (to which he admitted, like many Dutch former pros in the aftermath of the LA thing). He's 7 years after retirement and just now starting a new pro cycling team.

Talking of which, remember back in August Astana's Valentin Iglinsky got popped for EPO? Seems it runs in the family as now his brother, who famously caught Nibali to win Liege back in 2012, has been popped for it too.
