"According to the UCI’s Cycling Anti-Doping Foundation (CAFD) its Experts Panel has concluded that Roman Kreuziger's blood passport profile shows abnormalities established from March 2011 until August 2011 as well as from April 2012 until the end of the 2012 Giro d’Italia, periods prior to the rider signing with TCS."

It means values he recorded in 2011 through to 2013 have raised suspicions, an explanation from him was sought, which he's given, and the UCI experts have not been satisfied with his explanation.

It's interesting (to me). It means you need more time to get results, which can take years. It also means dopers may never feel entirely comfortable or feel they've gotten away with it.

It takes time and a lot of data to build a convincing passport violation, something that will stand up to scrutiny so I understand

You have to hope that the past catching up with you is a big deterrent to doping. Not only the bio-passport but testing the samples years down the line for presently undetectable drugs.
