Ulissi’s Lampre Merida team has announced the news and said that an anti-doping control taken at the end of stage 11 to Savona revealed the presence of 1900 ng/ml of Salbutamol, almost double the maximum limit of 1000 ng/ml permitted for those using an inhaler.

Sorry to sound obtuse but... because it's his job. He began suffering from bronchospasm during the giro and was trying to defend his decent GC placing.

Another study contradicts the above findings, however. The double blind, randomised test conducted on 12 non-asthmatic athletes concluded that salbutamol had a negligible effect on endurance performance. Nevertheless, the study also showed that the drug's bronchodilating effect may have improved respiratory adaptation at the beginning of exercise.[33]

He needs a preventer if he isn't already using one, and if he is then he probably needs to be looking for a hospital if it really takes that amount of salbutamol to control his asthma. The permitted dose is pretty generous, being over it by a factor of two doesn't seem like somebody with liveable asthma carelessly taking an extra couple of puffs during a day.
