Only if going downhill. Now, consider that the original design had the handlebars under the legs; imagine how a sudden stop using the coaster brake on a fast downhill might have played out.
On the flat, you can do some very nippy tight turns.

I chose that vantage point carefully, as the only place where signs prominently naming the building weren't visible. But the date the hall was completed is visible if you look carefully.
The area around the building was once described as strangely beautiful by someone who otherwise made dire threats against ugly architecture.
A clue, close enough innit? ;)
