Submitted a Roadsafe yesterday for a driver using a mobile phone and had an interesting call from the police just now.
Apparently even though the video clearly shows the driver holding the phone and speaking they will not be pursuing it.
In a court case a week ago the judge ruled that it is only an offence of the phone is being used for two way interactive communication, so taking a video or looking at pictures is fine. It sounded like future offences may only be able to be picked up by a police officer and not via public submitted footage (I assume because the defendant could just argue that they were not actually on a phone call).

The officer did highlight another offence in the video that I might like to resubmit it for though so it doesn’t seem to be a lack of will on their side.

Someone using a phone for any purpose is - probably - still committing an offence of driving without due care and attention.

Thats actually mental. New legislation would be needed. Otherwise you could legally just watch TV whilst driving a car. FFS.

When you get a reply from your report, they'll tell you to remove the footage from any social media, etc. Wait until the case is closed and then you can share.

Going straight over at crossroads
Light is green
In left lane to go straight
Car in right lane turns left across my lane and stops diagonally
I go into side of car at 20mph
Smash wing mirror to pieces in the impact
Some deep glass cuts in arm and hand
Driver turns and boots it off down road.Didn’t have a camera on myself but a guy driving the opposite direction caught it on dash cam

had a taxi driver last night preform 2 dangerous passes on me down a quiet road, verbal aggression/ threats when i tried to let him know at the lights, only caught his taxi number and no video.
reported with the Manchester taxi office, they've logged it against the drivers record and suggested I go to the police all in less than 24 hours, Genuinely surprised as I've done this in other council districts and heard nothing back
