Most of Gower Street isn't included in the TLRN, but as the A501 is part of it, the TLRN here extends into the side streets, so yes, it's TfL who are the highway authority responsible.

I've checked with one of my old colleagues, and Gower St. is Technically not part of the TLRN - it's a Red Route side road.
Although TfL are the Traffic Authority for the bits with red lines, they are not the Highway Authority.
Reporting on the aboeve link won't do any harm though, it'll get pushed through to the relevant Highway Authority anyway...

I think the questions in bold could be a problem. I can't see them releasing the third one for data protection reasons.
All they have to do is withhold the details of the complainer to make it DPA compliant - not impossible.
The team that deals with these FOIs are pretty good, they should be able to get you most of that information relatively easily.

Does this mean that I need to make my complaint to Highgways Agency? All I have done so far is request information. Maybe I need to ask the Highways Agency for this rather than TfL?

No, the Highways Agency only deals with Motorways.
The Highway Authority (who's responsible for maintenance) for this road is London Borough of Camden.
I should have been a bit clearer, my fault.
TfL should still have a look to see if they've got any info on Gower Street - they act as a kind of clearing house for reports of Street Faults, but LB Camden will be the ones to answer most of your FOI questions.

Apparently you need to ask for the info before making a claim or they can say something about not doing themselves over.

Mini roundabout at the junction of Drayton Park Road and Aubert Park in n5 has a particularly nasty little ditch(about 3inches deep/2ft wide) perpendicular to the road just as you enter the roundabout. Reported it over a year ago, nothing done yet, i've sprayed it with marker paint once or twice in an attempt to draw attention to it, and have also seen it filled with loose gravel although was soon gone. Islington council fail.
Seen at least 2 people alongside shaking their heads at their mashed wheels. Does it take an injury/large claim before these holes are taken seriously? This one in particular is due to pipe works(long thin strip of replacement tarmac), does the responsibility lie with the contractor who carried out the work or the relevent authority?Hope your claim is swift and successful.

the likeihood here is that the two people probably never thought of reporting it to TfL, instead they just went and get the wheel repaird/replaced.
Uxbridge Rd has one almost that deep at the moment ^^ :)
