I generally wear Margaret Howell (sometimes cheapo Gap), chinos or what have you, and raggatuck the hems for that early nineties Travel Fox trainer look.

I've got a pair of oakley MTB shorts that are really excellent, had them for about 3 years and they are holding together brilliantly. they were meant to be something stupid like £75, but i got them for £40 in the sale. bloody oakleys with their 100% markup.

Swimming shorts, breathable, with netting to hold bits in... inexpensive, don't look stupid like lycra... knee covers if it's cold (or long johns!)
