Only way to be sure.
If you want to be really sure, you'll want the 25-30 and 30-40 bore mics, at which point you might as well get the three piece set so you can check BB30 shell bearing bores properly too. Admittedly it's more than twice what you paid for the bike, but there's no point skimping on tools :)

A scale rule in whole millimetres is probably good enough, it's going to be 27.2 or 31.6 as I'm sure Boardman has more sense than to spec something weird. For the same reason, the clamp will be 31.8 or 34.9.

Ah cool.. I was 95% it was a 31.6 (it is certainly not a 27.2) but I did find that one that came out was super stiff.. Maybe just too much assembly paste... And I had no idea about clamp size :-)

Or just stacked tolerances. The OD on the carbon post should be pretty close to nominal, but the bore on the seat tube probably has quite a wide tolerance range for both circularity and diameter because it is moulded by bag pressure and not reamed to size the way a metal one would be.

I bought some pursuit bars on here that have been drilled for brake cables by an enthusiastic amateur. Is this safe to ride on?

I'd worry as much about stress corrosion cracking near the clamps as I would about the drilling, but neither fills me with confidence.
...yes well we all know it aint what it used to be, at least thats what The Guardian tells me every morning as i'm chauffeured into my first luncheon of the day at the Hilton where i discuss the state of organophosphates in agriculture, and then my Holidays and the weather with the other chaps from Cambridge dont you know. Hence why one must find other subjects for ones barber appointments....
