I think it's more akin to charging for a waste product, like horse shit. It has some value to some people, if you run a giant farm you could probably charge for it in bulk to someone else who needs it in bulk. If you have one pony you might give that shit to the guy on the allotment nearby, as it's far too low value as a one off to trade. If that allotment guy flogs his prize turnips for a small profit at a market then I'd likely say it's the time he put into growing that adds most value.

Old tyres do have value though.
Old crisp packets (AFAIK) have no value. If they ceased to exist it wouldn't matter, and would actually be a benefit because we wouldn't need to spend resouces disposing of them. If old tyres ceased to exist, not many people would care, except Velo-re, who would no longer be able to do make their products.
It's a pedantic point but a correct one, right?

I offer more than the other party for belts so all the old-tyre havers will sell to me, rather than give them away to Velo-re for free.

So explain it all to me again, I don't think I got it the first time round – some used tyres, some free software (for personal use only) and a guy that collects horse manure for his allotment walk into a bar and doppelkorn buys the round? Let's compare it to a slightly different example. There's some software which is free to use for personal use, but you have to pay if you use it for commercial purposes.
Now to those who use it for commercial purposes it has value - it allows them to do some task which in turn lets them make a profit.
So if you're using something to make a profit, the provider of that resource is allowed/obliged [delete according to your political bent] to charge for it.
