Ive got clearence similar to yours with my omniums, never deflected enough to hit the stay. Depends how stiff your BB area and cranks are. Squeeze it with yoru hand towards the stay and see if you can close the gap, if you can, you should worry, if you cant, worry a little bit and be hopeful you get away with it.

Not sure, thinking about it I imagine that when the non-drive side crank is parallel to the chainstay (i.e. capable of striking it) I'd be either in, or just entering, the period of highest pressure on the right hand pedal.
Therefore, if it's going to deflect at any time, it would be then.

I would think (no data to back this up mind) that the meat of the power would be (looking at the drive side) between 3 O'clock and half five.

Wrap some electrical tape around the chainstay where the crank might rub, then check it periodically for wear.
