Main, but not sole. At 20kt IAS, aerodynamic drag accounts for about 80% of the power. If you can do 12mph into a 14mph wind, you need more power to do 14mph into a 12mph wind, because you have added 2mph extra rolling resistance and bearing friction, even though the aero drag is the same.
