Whats up with it? Software issues? If software and windows - ccleaner to clean the registry and remove unwanted software then commodo system to clean the registry then malwarebytes antimalware stuff.
The microsoft security essential for viruses.

what materials is it - rubber to rubber?
superglue will get most things but is brittle - there's a Gorilla superglue which is supposed to be more resilient but haven't tried it myself.
araldite/2-part epoxy is less brittle and will bond rubber but can take a while to cure properly. -

BQ: if you want to buy glue in a real shop, like, 4D modelshop have a really good range.
I was making something out of a mixed recycled plastic board, slightly waxy, that regular glues wouldn't bond with, they had a spray glue and as well as thin superglue types that were amazing. -
