Swapping bits from one frame to another but can't get the headset bearing cups off. Thinking it might just be easier to buy new ones and re-use the rest of the headset. Frame is a raleigh silhouette and headset is 1" threaded. Will any old 1" bearing cups be OK?
You won't be able to get cups on their own. Might as well buy a complete headset and leave the old one in the old frame.

Does the other frame have its own forks? Theres a significant chance of the old fork's steerer threads being 26tpi, in which case you would need new forks to go with the new headset.
If you are re-using the old forks, I would try again to get the old cups out.
The old steel is quite forgiving, use a long screwdriver and a hammer and dont be scared to really twat it. -

I'll give it another go and then buy another headset if that doesn't work out.

On-one external bearing crankset:
Comes with two 1mm spacers, with both spacers present the distance between the inner faces of each "cup" are 67mm apart when one compresses the cups together.
Am I meant to leave both in?

What's the standard rake for a track fork? Is there such a thing? I'm thinking of lugged steel framesets, NJS etc. I'm thinking 30-35mm is usual, but I wonder if 30mm is really steep and likely cause major toe overlap issues or if, conversely, 35mm is a bit on the relaxed side for track geometry.

Depends on the head angle, but with 74° anything from 30mm to 43mm works, and you're unlikely to notice the difference unless you ride otherwise identical bikes back to back. For the millionth time, larger fork offset reduces trail, quickening steering.

Wouldn't it be whether you used spacers or not?
Chainline will vary depending on where you put the spacers. I assume Dammit has one each side, in which case moving them would give +/-1mm of chainline adjustment.
