i am thinking about ditching the spare in the mgb, (as it takes up about 40% of the boot space) and carrying a co2 pump and some slime.
Have you looked into compact spare tyres? (Light-weight, narrow, higher pressure tyres designed to be just good enough to get you home / to a garage.)

Currently have a shimano 105 golden arrow double chainset with 7400 DA 43t & 52t rings (130BCD?)
ultimately still trying to find an arabesque 600 chainset and change the rings over.
on the back have an 11-25t 600 freewheel, and an option of a 13-30t 600 freewheel (mech won't shift on it, as gap between gears are too great).
BUT
52/43t + 11-25t + 27" wheels is just too much for round here. Spend far too much time in the lowest gear and inevitably pushing on the steepest stuff (lakes passes).
Not my picture, but what is the smallest inner chain ring I can put on that? I'm assuming 38t or 39t. I briefly tried a 39t ring from another bike and TBH it didn't make the difference I'm after.
Q: Is there some magic CNC'd piece of kit that allows me to fit a smaller inner ring (30t region) to my 5bolt 130BCD
or am I going to have to step into the 21st century and get a modern compact or even a triple chainset? Ugly and overkill? -

You can use a 130/74 adaptor ring to convert what you have into a triple, but you'll need a new (longer) BB, new (triple) front dérailleur, and new (long cage) rear dérailleur.

Does anyone know where I can get some downtube cable stops that take the bosses with a circular base? Most of them seem to be the square ones like this
Any other solutions? I've managed to mangle some regular ones to fit but it looks ugly and they don't fit totally snug.

Don't. Not with wire wheels.
Unlike the controlled deflation of a tubeless tyre, when a tube punctures you get a total and more or less instant deflation of the wheel. Tubes are not self sealing, so while the tyre weld might work, it might well do fuck all. -
