It would work, but there are much better/funnerer things you could fill it with (e.g. custard powder)... And you should never go for water if its a chip-pan fire.

You can unscrew the head of a water extinguisher with ease, and they have a Schrader valve for re-pressurisation. There is absolutely no reason why you cannot fill one with whatever you like.
