Right try armourtex for powder-coat, not too sure how accommodating they are in terms of masking off and I know they don't do multiple colours. If you search there is a thread of other jobs they have done for forumengers.
As andyp says Mario Vaz would be your best bet for a restoration: word to the wise if you want a good job done don't rush him, also leave the frame for a couple of weeks before riding or assembling it as this allows the paint to harden and it will therefore not chip as easily.

oh right! I thought something seemed amiss... I guess powdercoat. It's my first attempt at a restoration so I'm not too sure really. I was going to attempt the paint job myself but I don't have a dust-free, well-ventilated area that I could set aside. Except for a toilet, but a three-day wait might get quite uncomfortable. It's a 1981 Carlton Super Course reynolds 531 frame. Just need a bit of the forks, chain stays and seat stays masked off. I'm in two minds about lug-lining. Could be good as the frame has really nice lug work, but I think it can look a bit OTT
I did a full stripdown and rattlecan restoration myself last winter....
For heavens sake DON'T do it yourself unless you're experienced* with spray painting, have a lot of spare time, a dremel tool, a range of sandpapers, Nitromors, industrial strength undercoat..... I could go on...
I'm really proud of my bike still and the paintwork (luckily) has stood the test of time. It also cost me far far more than I expected in time and money. We're talking £100 and nearly 100hrs over about 5 weeks.
Get it done through Argos (not the highstreet trash-peddlers), the bike specialist, or similar.

A pound an hour? That's below minimum wage!
As Bobbo says, get it over to armourtex. They can indeed mask out any chrome parts that you may want kept and if you have a steady hand have a crack at the lug-lining yourself.
Be warned - you need extreme patience for that kind of operation.

Right. Definitely won't be attempting it myself then. On another thread I heard that armourtex might be able to mask off. I know they definitely don't do decals or lug-lining but if I went with them how straightforward a process would it be to apply the lacquer after putting decals on the frame myself?

I also seem to have missed the joke although I work for a paint company so have access to lots of top of the range spraying equipment, special effect paints, colour matching facilities and other cool stuff.
I tend to charge £80 for a strip and single colour with decals applied under clearcoat. I'm not doing it as a business just do it in my spare time.

Best frame restorer going is Chris Marshall who is based in Keighley, West Yorkshire, he is amazing, and reasonably cheep, you can post frames to him I think. He did my Basso a couple of years back and he pisses all over the likes of Bob Jackson and the like and he is a fair but cheaper.

Dov has as much interest in repainting/powder coating bikes as he does in being a spot welder.
If it's a restoration then I think paint would be a better option. Mario Vaz would be my first port of call (and there's a thread on here dedicated to him).
