Rims: £45 each from hubjub
Hubs: £160 (?)*
Spokes: ~£20 (aci DB)=£270
Leaves you 105 quid to get yourself them built up and buy me beer
*Guessed price of hubs from memory, could be way off

You really need hope hubs?
I'd be tempted to go for 105 hubs, as pointed out a while back by Regal, they are good enough for the pro teams to use - and cheaper than hope.
Or go for some of the un-branded super lightweight hubs that smallfurry talked about at the turn of the year (pg 17 or 18) if you want to keep weight down.

For same values of "cheaper" and "better". The Mavic is better if you want something 200g lighter with fully replaceable bearings. The Shimano is better if you want easily replaceable spokes and simple to service bearings, with the penalty that a worn out bearing means the whole wheel is toast. The Shimano is cheaper in absolute terms, but the Mavic is cheaper relative to its new price. I'd expect the Mavic to sell at CA$125, and I'd expect you to outbid any other interested parties if you offered CA$50 for the Shimano.

I just bought an Eddy Merckx Professional frame from ebay and I
m looking for some wheels for it. I read the last 10 pages of this thread and I
m just as lost as I was before.
This will be my road bike, but as you can guess from the frame, I`m not going to be doing any racing. I want a classic looking hub+rims+tyre combo. I currently have campagnolo record LF (32) + TB14 + Gum Wall Paselas in my FG, and I really like how they look and ride, but I would like something different for the road bike.
I weight 62kgs, want to build the wheels myself, and don´t want to spend more than £400 + tyres, ideally. What are your recomendations? -

Why? Different in what way? TB14 on Ambrosio Zenith is the default for classic looking but modern performing wheels on your budget.

Anyone had any experiences with the Novatec hubs at all? Would it be in my best interest to muster up £100 and go for the Hopes instead?
Are there any alternative suggestions that people have? Once I finish the tour, I intend on using those wheels for Sunday rides too. Is there any issue with using a stock wheelset on a tour at all?

Can't speak for the disc hubs, but Novatec hubs are generally well made, solid and reliable. Hope are probably better, and have a louder freewheel, if you like that sort of thing - but it's a question of What-you-need vs Vanity. I've never been able to justify spending another 100 quid (especially considering that could be 40% of the total wheelset cost anyway) for the type of wheels I've had handbuilt (commute/winter).

I have been through this novatec vs hope confusion every time i got a hand built wheelset, I always went with hope even I don't know why, they make awesome sound though.

Get the Novatecs.
Use the ton extra to spend on booze and food whilst touring.Seriously, theres no need to spend the extra on the hope hubs for what you will be doing.
