^contrail is a bit spooky, are they marking the radar installations at Defford for incoming ICBMs?

Aha, a bit of Googling reveals the existence of one Rich Goodwin who flies out of Staverton and has been doing smiley faces over the south west in the last couple of years.

Presumably something to do with the Cheltenham Festival
