It's because that is the number range that Ofcom gave for personal numbering, i.e. a number not primarily associated with an address.

This has led to some confusion as there are Personal Numbers which you can get which look just like a mobile number but generate revenue for the owner in exactly the same way as an 09XX number- the caller gets charged £0.70 per minute whilst the owner of the number receives say £0.50 pence per minute.

Scams exist that run from this revenue share/kickback- for example automatic diallers that cycle through mobile numbers leaving a recorded message asking you to call them back to arrange re-delivery of a TV/sofa etc.

You will phone the number then go through a "now press three to speak to X" system- which is designed to keep you on the line for as long as possible to get the most money from you.
