It should have been a penalty and they have nothing to lose. I guess worst case they're hoping for a retrospective time penalty that gives Bottas 2nd and best case a 5 place grid penalty this weekend....

Yes, for me the issue is the precedent set, if drivers push the limits and keep getting away with it, then by defaults the limits themselves get pushed.
