Why are C4 blaming Rosberg?

Didn't Rosberg shut the door on Hamilton?

Hamilton had an option to back off. It was far too tight. At worse a racing incident.

If Hamilton had got any part of car alongside Rosberg's he shouldn't have continued moving to the right.
