Reading the article it is managed by an "electronic system", i.e. the swipe card is the authentication.
The second you had to hire a human being to attend the cage is the second it becomes untenable from a financial perspective.
I like the idea but it does create a false expectation regarding security- and that's never a good thing.
It's not necessary to have a person only dedicated to monitoring the cages. It could be built into the work of other station staff (if indeed there still are station staff ...).

Depends on the station. I think during the day there might only be one person inside the ticket office at most.

Look at any Tesco/Sainsbury- people cost too much, they are being replaced wherever possible.
When it is vital to have a person they will be the lowest paid person that can be considered qualified for that job.
i.e. they won't care about what they are doing as it only pays £4.20 an hour, and they would like people not to bother them so they can finish reading the newspaper.

There is no way the majority of stations are manned Hippy... I lived on the Funkytown line and most of those stations are ghost towns.

there's also nothing stopping a tea leaf from registering for the cages and then just systematically stealing bikes, but i reckon it's not going to be a huge problem - as hippy says we're talking about melbourne, not london, and it will prevent casual vandalism/dickhead kids.
that said, i still wouldn't lock up a nice bike there all day. MUCH better than the current alternatives though.
