You are required to fit a brake though.

And it must have a lockring!

The Regs are slightly more stringent than simply "road legal", you have to have bars >35cm wide with the brake lever fitted so it can be operated while holding the bars at their widest point, but I'd expect anybody planning to ride under CTT Regulations to have memorised them anyway :-)

I presumes because of the tyre rubbing this is 1st gen?

The point I was going for was it's hardly revelatory that you need a brake, given that you need a brake to meet the verymost basic condition of your bike being legal to ride on the public highway. But yes, extra stuff also applies.
