Can't you commute fixed? You can get 13 in fixed cogs (hell i've got a 12), that will also mean you don't need to worry so much about brake alignment... And 17 freewheel for polo?

J - As Louis said you could put fixed sprocket on the other side (I use a 18t freewheel and 13t sprocket) or if you want to be freewheel all the time you could get a bmx hub with a <13t driver and a freewheel thread on the other side.

i've got a 13t sprocket coventry, youll have to file the burrs offa it becasue the chain sticks, it a bit worn....

No need for a doublezumping, wicks if you want the 12 it's yours (I've got two, but I seem to have worn through the previous 12t in about 6 months, so I'm stockpiling! As 12s can be hard to get hold of)... Although I'd recomend getting a recessed lockring as most lockrings are too wide for a 12t.
They are $10 on milwakee bike co, but then you've got to get it too the uk...

My new front wheel (Mavic D521, 32h, 3x pattern) coupled with a Schwalbe Big Apple has held up really well. It seems significantly stronger than the 48h Halo it replaced. I'm seriously considering a change to a mountain bike so I could have 26" all-round, but everything I've seen has a wheelbase and/or chainstays that are too long.

Yeah was trying to keep it simple. I'm running 24 so can't do just flipping the wheel as 13 /14t are for bmx hubs. Winstanley's say they fit flip flops but I've seen them and they don't. I can't see how there would be room for the bearings if they did.
If I can get the chainring on then I'm happy not to flip the wheel as well.
So the answer is E13 bolts or the extensions, and washers to space the ring away from the guard?
