BBC has it more like £5m. Curious to hear the list of better wingers than Downing signed by PL clubs this summer (maybe I am wrong but I doubt that there are loads).
Take your pick from these: Chadli, Schurrle, de Bruyne (first season in PL), Gerard Deulofeu, Navas or Pozuelo. I'd be surprised if Downie has a better pass completion, assists and goals record (per game played) than any of these first timers.
