Dicki, dear chap, not sure if you're entirely familiar with the UEFA FFP rules and regulations.
It's rather easy to circumvent the rules, as long as a club is willing to show intent to comply with the rules set by UEFA they will be allowed to participate in competitions organised by UEFA.

UEFA would be stupid to be ham fisted and expel any team that runs up losses year after year as those teams also fund their coffers quite handsomely so the risk of the "big teams" forming their own breakaway competition are simply too large.
