No. Chelsea have the most successful U18 side in recent years. Loans are used for players who reach 18 as a way of giving them regular playing time, allowing to gain experience and a way of seeing if they will mature into first team players.
Everything one reads about Chelsea's loan programme makes it clear that Chelsea loanees are clear that they are first and foremost Chelsea players. They have to call the club immediately after every game that they play. They are in almost daily contact. Their data is keenly monitored.
When Abramovich bought Chelsea he spent money on both the Youth and Women's sides. Both have been raised to challenge alongside the very best in Europe. FFP brought about a strategic decision to invest further in Youth and to use the loan system to help develop players as a self sustaining financial operation which has the added benefitt that if players like Hudson Odoi, Christianssen or Ampadu make it into the first team, they do so without transfer costs. Chelsea get first pick of a top rate talent pool.

i'm sure most youngsters have eaten £90k's worth of pasta in the 8 to 16yr old phase at the academy whilst training

When I first heard that someone had been removed from the training ground by police I thought Rowett was trying to get some old files off the computer to help with his CV. Then it turned out it was a spy for Bielsa.
Not sure anything will come from it, but it's all a bit weird innit.

Worst I've seen us play in a long time, but I don't think he needed to send a spy to see how we were going to play. They pressed us all match and we couldn't string any passes together. Referee was awful for both sides.
We need to improve if we want to go up, but I'm not sure if we're going to be able to bring in the quality of player we need this month. Frank has said there isn't much chance of bringing people in. The only thing I've heard that was concrete was that we were looking to bring in Ampadu, but Chelsea want to keep hold of him now.
Leeds were excellent all over the pitch (and that is painful to type). Bielsa has got them playing some great stuff.
