If you wanted to make cars that absolutely weren't a fire risk then you're going to have a tough time finding a dense energy source that can't catch fire. Lithium batteries, petrol and diesel all like to get very hot and burn.
It's the extinguishing of the fire that is the problem

Unlikely it was "burning" for 4 weeks. More than likely they ruptured something whilst moving that particular vehicle which set it off again, and so the best way of ensuring it doesn't go up is to get it out quickly and into the dump tank.
Then again if it wasn't burning then sticking Lithium in water will cause it to catch fire.
The point of a dump tank is that a lithium fire in water is much more controlled than a lithium fire outside water. If it's going to burn, better have it burn surrounded by water.

The petition to unban Bully XLs is the 7th most signed petition ever, which makes me question people's priorties...
Also I have caused fire a car fire, with no engine nor fuel/fuel tanks or liquids. Tho enough of the interior was flammable that once we noticed it was too late to stop with extinguishers.
