On the one hand it smells a bit. But on the other, I'm not sure how a new Co can have any trading history. You'd expect that for this type of work you would set up a new Co. especially as this is meant for a No-Deal contingency, so it ultimately may not go anywhere.

At the same time, while this might explain the 'new company no experience no ferries' part, it is absolutely no guarantee still that any of it will work out of course. And the whole story about nepotism might easily be true.

I agree with this but newco SPVs are typically held in groups so you'd expect that even if the exact vehicle has no trading history, it would be part of a bigger group that does - so ID of the shareholders would be key.

Yes - I remember reading somewhere that Radiohead (for a random example) started a new Company for each of their albums. I can easily imagine that it would make perfect accounting sense in this instance.
The reporting on this has been poor. What would be of more interest is whether the people who set up that company had any experience in running the services before. I've not seen any of that analysis (though appreciate the owners of the company are likely not easily sourced).
I could easily believe there's a healthy dose of nepotism involved mind; I'm sure the 'Brexit preparations' will turn out to be a goldmine for some.

For sure! A government scrambling to cover its ass and eager to minimise things that will reflect poorly on them -> willingness to spend a lot of money to people promising solutions -> prime opportunities for some extra cash on the side for some.

That's a bit more reasonable - and you're left with a judgement call on whether something that was in motion anyway will be able to get itself together in time for a (presumably) accelerated timetable (or deciding whether all those debts / cashflow figures are legit?). My money would be on 'no', but let's see.
Now waiting for the source of the Ferries they charter in to be Spanish; or for the company itself to turn out to be a regional offshoot of a French Freight haulier.
