The important thing is to sell of the state owned assets while we're still in recession.
It justifies the "below market prices" that you promised your oligarch chums. Also, while you will of course package it nicely and claim the offer is for "small investors", you also know that the general hoi polloi still don't have any spare cash to invest with, which will justify a last minute decision to sell the whole thing Richard Branson or somebody like that. -
