Yes of course. There is nothing* to stop them, for example, building a small navy in a safe haven in Afghanistan and then sailing over here, up the Thames ** and attacking London.

Afghanistan's been the centre of east - west conflict for hundreds of years. the present situation has transitioned from anti terrorism, to humanitarian, to anti drugs and back again. It's part of some long term strategy in the middle east which is beyond my comprehension.
