That link is implying that the memo is stating a zero tolerance on tipping, but there is still a matter of judgement as to what constitutes regard for the player's safety.
Far from saying it's a straight red for any tipping, the law accepts that it happens even with regard for the players safety. And the lack of red cards for similar offences throughout the tournament demonstrates that.
The Ref should have reviewed the video, I suspect the immediate French reaction had a lot to do with his quick decision.

Its easy to feel when you've up-ended someone. They suddenly feel a shed load lighter, as they're upper body pivots down.
Being 5'7" I end up doing this alot. Its fecking difficult to clean up, once its started. But its still a red, if you dont try.

I really hope the French win, I really do, but doubt they will. I always liked NZ up until the last world cup - I was at university with David Kirk the year after he lifted the inaugural world cup (yeah, name-dropper, I know) - but their histrionics in 2007 showed them up as a bunch of unbelievable whiners and whingers.
They bang on about that forward pass and no one pulls them up on two decisions they got: a) they should have been reduced to 14 men after a stone-cold assault on Serge Betson, inside five minutes, which led to him being subbed (Did he whine? Did he fuck?); b) McAlister's try came after an obvious forward pass, that just happened to come earlier in the move.
I'd love France to do them again, this time in front of their own fans...

I've been thinking something very similar to that all this week, I just can't agree with you that the whining is limited to 2007 I think the same attitude comes from the ABs at every World Cup they play very well in between but then seem to believe that it is their right to win the world cup. I don't think that they choke so much as believe the thing is theirs from the off, then they inevitably whine about it when they loose a game they should have won, case in point the "poisoning" at the WC in South Africa
