It's just another form of transport to meet the Death TT challenge. I think the new aim is to collect times from different forms of transport... Including space hoppers/Pogo sticks/similarly hilarious and dangerous kids toys.

Why would anyone want to brine a pogo stick? What does that even mean?
Obviously one would want to use a high spec pogo stick which, as I'm sure you are aware, use a water filled damping mechanism to modulate the energy release on the up-spring. The most common tweak to increase the speed of the pogo stick is to lower the specific gravity of the damping fluid, this is done by adding salt or "brining" as it is know as by pogoistas.
