8 PCSO's at the junction where Albert Bridge meets the Embankment completely ignored an HGV which jumped the lights under their noses.
Blimey, it sounds as if they've hired some pretty tall ones recently.

Lots of cops at lots of junctions this morning but couldn't tell what they were actually enforcing. Wasn't ASL infringements and they didn't comment to me on my lack of helmet, hi-vis, or switched-on lights in daylight either. They definitely weren't fussed about the strings of cyclists I kept seeing squeezing up cozily in between them and double-decker buses at lights.

From these accounts it sounds as if plod have been told to go and make themselves visible, but with no understanding of what needs to be done, what behaviours need to be encouraged or the rules that need to be enforced.
Could they be charged with wasting police time?

Do coppers have the authority to issue a FPN to a driver of a TFL bus?
Who would get the fine? The driver as an individual and not the company right? -

But lorry driver, Ian Arnold, 58, from Essex, disagreed. He said: “Cyclists take liberties, they drive all over the place and come up down the side of the road, they go through red lights, everything. When the police are here they behave but usually they’re all over the place. I drive in central London so I see it all the time.”

I was stopped this morning for cycling with my lights on during day light… stupid use of police time. No useful advice on how to cycle safely at all. People cycling up the inside of buses at junctions where theyare stopping people for listening to headphones. What a waste.
When I challenged him if it was illegal his response was that he didn't know and was just there to offer safety advice.

Cheers TW2. Had a quick search. Do you think that TFL comes under the remit of Vehicle and Operator Services Agency? I found this guide to penalty notices but I'm not sure if it applies to TFL-run 'commercial goods and passenger carrying vehicles'.
I think it does. If so, it means that 'examiners' VOSA agents and any police officer can also issue fines for graduated H&S/construction offences like you mentioned (being overweight, too many passengers, improperly fit for city use, and too many driving hours.

This morning at the northbound junction of Borough High St and Southwark St, police were in force telling cyclists to hold back as the dustbin truck at the front was going to be turning left into Southwark St (its a no left there...). I think they wanted to chat with the driver.
Whilst I had no intention of filtering along the narrow gap to the left of the truck, I was somewhat staggered that once the policeman and his colleagues had conferred and decided that the truck wouldn't be turning left, that he declared to group that all was okay and we should indeed line up along the tight gap on the left of the truck. A number of them were happy to do so.
