regarding Japan, the reason why the bike are not locked with expensive heavy duty lock is simple - the law, they're different in Japan, if you were caught, you are very likely not to get a fair hearing, or even a trial at all.
while here, all they get is a slap on the wrist, and perhaps some fine, but that it, simply because they don't see it as a serious crime, and why would they? to them it's only a cheap bicycle that can be replaced.

The point was - If there are more strict laws with harsher punishment these do no act as deterrents
i.e if some one WANTS to nick your bike they will - they will not stop and think, oh I wont do that because it's against the law.

Depends where you live.
Lock from pedal to spokes will certainly stop you riding it. In many places that is all you need/excessive. think Japan or the Netherlands..

If it was the murder rate in countries with death penalty as the punishment would be lower than countries with out - for example.

I sometimes smoke funny fags in the street, if I get caught I will get a fine and a caution. I sometimes exceed the speed limit on an open road, I might get points on my licence.
I used to want to inflict harm on people who have done me a wrong'un in the past but I wont because the thought of having my liberty removed and having to spend my days in fear at Her Majesty's pleasure frightens the shit out of me.
The escalating severity of punishment keeps me on the straight and narrow.
