I weight around 70 kilograms, I ride 22/23 on front, 25 on rear, clinchers, 170 pounds for two rims(front 20, rear 24) I could go for chinese carbon with 38mm rim, but I'm not sure about them so help me decide.

Deeper rims are going to be easier to build stiff with that low spoke count. There are some 38mm Chinese rims aimed at CX (25mm wide) that could be good. Braking might not be great.

Stans Alpha 400 might be a good option. That's the stiffer of the Alpha rims, but might still be too light – depending on how you want to ride really.

How much are the Chinese rims?

Well I can't fit wider tire then 23mm up front. I ride fast and there are a lot pot holes where I live so I'm not super sure about carbon.

Probably avoid 20/24h if you want strong commuting wheels.

Koga front triangle looks looong. What's the TT length?

Ellipses have been good so far for me I just want to get AC hubs and lace up to something lightish, Archetype, A23 etc. but I'm not sure about what to choose.
I would get those wheels for beater if I were local but shipping would get the price up.
