Can't help with who may or may not have cast the lug but Swiss thread should narrow things down (no honest UK builder would have done such a thing..).
Have a look on flickr at Cilo and Zeus - both of them had Swiss BBs

Changing a few bits on my Marsini build to give it a bit of a different look. So far I have the Omniums, Nitto NJS seatpost, H+Son rim built on Phil hub. Heres how it was before...
and how its currently looking...
On the to do list...
Purchase rear phil hub to get the rear built up with the same rim. New saddle, Nitto Pearl stem and getting some forks custom built, less rake, nice and tight! Oh and Nitto B123's are going back on once I have a nice stem. -

Yup the grips are green and the seatpost is silver, but I don't care because free parts <3
