Loose pedal spindle / bearings, chainring bolts, crank bolts, BB cups, BB bearings? Non-concentric chainring / cog? Loose hub bearings, pitted races, cracked axle / BB spindle? Loose hub nuts / cracked spacers / cracked stays? Seat post tight / loose / cracked?
It could be quite a few things.

Yes, LA84s are ridiculously long, I cut about 6" off mine. You also need to turn the levers over and use the aero cable routing

Have you ever installed a tyre? you really need to put one side in before the other, it seems you have done both at once
Yes, i have put countless tyres on before, i'm not stupid, i just put the rest of the tyre on for the picture
I have come across stiff tyres before but never had this problem...
