Pretty much anything you change on there is going to compromise performance, probably best to accept that your bike is for riding, not weighing.
Having said that,
Tektro brakes for £110 will drop ~70g and work as well as Ultegra
Pick a stem from Ritchey WCS, Pro Vibe 7S (my favourite), Syntace F119 to drop ca. 50g
CS-7900 12-27 for £122.50 here, weight saving is significant with those big cogs at the bottom end.Less than 200g saved for your £300 outlay, but without compromising on performance and reliability.

and not to mention the fact thats utter nonsense.The leaders are made with tonnes of problems involving lack of precision(though this may now be fixed, the problems of old are good enough reason for me to never buy one) in a factory out East asia way, out of shit taken from old pans (well not really but whatever). This is made in Italy of decent deda tubing.

I'm not a Londoner :-( its a place called action 21(google it), its in a big wear house type place, 2 floors, the place is huge!
we have 100s of bike and slowly restore, repair, rebuild and recycle them
I keep meaning to head to Action 21. I'm only up the road - North side of Leamington.

Seat clamp and headset adjuster?
Vittoria Diamante Pro Lights are lighter, cheaper and harder wearing than Open Corsa CX, an under-appreciated tyre for the weight weenie on a budget. Rolling resistance in the AFM tests is 13.5 vs. 12.3 for the Open Corsa, but still better than either Conti GP4000S or Schwalbe Ultremo.

Probably. Cranks made out of 853 are pretty weird:
I had a pair of those last year. Not obscure and in fact a good idea. Saves a lot of weight compared to a lot of other steel armed cranks and there is a lot of weight to be saved!

Looks really nice. I'm not sure its worth upgrading any of it.
Gossamer bars are fairly light TBH, if you spend quite a lot on some carbon bars you may save 90g.
Ultegra brakes are'nt exactly overweight, but you can definitly save some here. I'm looking to get some Negative GSL's. I just need them to come up cheapish on EBay. Would save you 125g, and work really well (esp for ww calipers).
The arione is'nt light, but if its comfy, its difficult to recommend replacing it. Proper weight weenie saddles need to fit exactly to work, as they have little padding to smooth over any miss matchings. I'm going with a 135g ti railed SLR. 90g saved, but if it dosent fit......
Getting some Nokon brake and gear cables could save over 100g.
Could get a Heylight seatpost for about 95 Euro and save around 100g or more.
Swapping out the stem for a Ritchey WCS 4 axis could save 50g.
If you did all that you'd save 550g, and that doesnt include the lightening of your wallet. Some are worth it, but most are for those desperate to squeese a few extra grams off their bike, regardless of cost. Like I said, your bike looks great already (IMHO) on paper.

If you're allowing any paint process, Mavic Deemax rims and any Truvativ crank with the piano black finish, e.g. Omnium.

Bars maybe, saddle might work but there's no guarantee that the carbon one will suit his arse as well as the standard Arione, and SRAM Red cassette doesn't shift as well as Shimano, and is not available in 12-27. Could always go compact with an 11-25 and reduce both chainrings to keep his top and bottom gears the same, but that could get expensive as the carbon cranks don't have the swappable spider.

They will compromise your wallet some. But they're pretty solid components. Not convinced by that saddle though.

Yeah I've heard that the SRAM RED cassette is also extremely noisy and wears quickly. SRAM sponsored Protour teams apparently use Force cassettes for training and RED cassettes only for racing.
