I think it's a 1951 R O Harrison frame because of the serial number, although the lugs look like a Bill Hurlow/Mal Rees design but with slightly larger curves. The fork crown, brake bridge and track ends would probably rule this out being a Bill Hurlow frame though.

I've got a 753 condor here that begs to differ.Also imho far nicer style than these compact geometry frames with their two foot long seatposts;)

Nice machine ed,would it be possible to find a stem with plenty of meat that would stand being bored out to take the bars?
BTW,here's mine,not quite finished though!Let just says it's pretty ugly with the stem, but unless there's an oversized quill stem, it's the only option for the Deda Newton bar, just need to get the Open Pro laced to Amboriso hubs to match the rear;

Yes...a lot of old steel bikes are of course more flexy compared to modern ones, heavier too.
However, I don't recall saying this had anything to do with increased comfort.
