yep - Don Walker. Confirmed it with the big man himself - it's 94-95 era, made for Matt Chambers while racing Hellyer Park in San Jose.

61cm on a lo pro doesn't worry me too much. Original rider was 5'11", with a long torso - that matches me quite well. Gonna keep the stem down to 80 i expect

frame - £500
cranks (75's) - £150
spok - £350 (?)
rear wheel - £250 (phil)
tires - £50
saddle/seatpost/bars/stem - £200 (easy if thomson)£1,500.

Sugino 75 cranks are £150, chainring £65, bb £65 also the frame may have cost more then £500, also they probably have a labour charge.
