Complete shoe coverage in jeans (dark denim normally) was essential for me and my companeros between 1998 and 2002 or so (18 to 22 years old). When it rained you got brown street water soaking up your legs and the bottoms just frayed to bits until you were literally walking on them.
I'm glad there isn't much photographic evidence of these unfortunate fashions.I remember those days! Every carpet near entrances was filthy after it had rained...
