You're not going to get it. The way that tags are implemented in vBulletin mean that it's not possible without a not insignificant effort.

I promised tags would come back, and this is the bastardised way in which they'll exist.
I won't promise tags will stay. Depends on how they get used. If it's just to wind people up, troll and deliver digs, then I'm extremely likely to just say it's not worth the effort and disable them for good.
A shame that a minority will ruin it for the majority.

Every user has the ability to write a tag. How about adding the ability to delete also?

I suspect that peer moderation would just end in tag-warfare, with users deleting and replacing tags just to keep their tags there.
Maybe an upvote-downvote system? except that I suspect that would be too difficult to implement, and you'd have to think about how new tags with no votes would get there until they had enough votes
Tags are a tricky one, nice idea, but potentially impractial and difficult to manage
