Judging from the colour, I'd say a dead one of these:

I think my two biggest pet peeves with frame building is...
-Curved seat tube and the tire can't even get near it (like that KHS model where the wheel stops 4" shy of the curve)

-Curved seat tube that doesn't match the wheel profile. so many framebuilders screw up something so simple.

I wouldn't say it was Anti, but I would say it's a waste of a perfectly good ALAN.
