The whole point was to bring the rear wheel in closer and shorten the chainstays. If you knew anything about bike geometry or pre-'40s bike history you would not post that here.
Similar ideas are still being used today.

I guess that's not a game changing design whereas many modern frames go for the slammed rear wheel thing and if that was the frame to pioneer that idea it has a place in history.
