Probably because in some states in the US, by law you need a functioning brake, but says nothing about where on the bike you should have it, so they can ride around like they are brakeless but wont get fined by the police.

Depends on the wording of the statute.
CTT Regulation 14a has been adapted over time to clarify the requirement in the face of rider stupidity, but State construction & use laws might not be so reactive.

This is actually fairly sensible, when you want to perform a sick skid you simply thrust your body weight forward over the top tube. If you really want to stop you simply push yourself further forwards, activating the brake with your crotch (whilst still performing an audacious skid)
