That was all pretty extensively covered under "Project No-Forking Good". At moderate speed it will probably be fine, the problem will occur when the large moment of inertia about the steering axis couples with the high compliance of a big low pressure tyre to give a low shimmy frequency, one which will be excited at speeds well below the Official Fred Woohoo Speed of 46mph.
